2012 marks the 75th year of soil and water conservation, founded by North Carolinian Hugh Hammond Bennett at the end of the Dust Bowl era.  Commissioner Troxler says that most people don't realize that the conservation movement was founded by a North Carolinian , and now encompases 96 district offices statewide.

The commissioner explains that when Bennett began crusading for conservation, he held a simple belief that our society must put every acre of land to its best use and treat every acre according to its needs.  He also believed that conservation should be voluntary and incentive-based, not regulatory.  Those philosophies remain at the foundation of our soil and water conservation efforts.
