Missouri Governor Jay Nixon has signed Senate Bill 113 - which revises the dog breeder initiative approved by voters in November. This is just one step in a deal the governor worked out with legislative leaders. Next - the Missouri House will consider the compromise legislation the Nixon Administration worked out with the Humane Society of Missouri, Missouri Federation of Animal Owners, Missouri Alliance for Animal Legislation, Missouri Pet Breeders Association and Missouri Farmers Care. The compromise strengthens the language in Senate Bill 113 - adding additional requirements for dog breeders.
Modifying Proposition B was one of the three agricultural priorities for the Missouri Farm Bureau Federation this year. The group has said Proposition B went too far in its requirements for dog breeders, duplicated regulations already on the books and would put good dog breeders out of business. There was also concern that the Humane Society of the United States would take the victory as an open door to target animal agriculture in the state next. |
