No Marketing Quota for 2013 Upland Cotton Crop

 USDA made the announcement Friday that there will be no marketing quota for the 2013 upland cotton crop.  In its announcement - USDA noted the 2008 Farm Bill authorized a commodity program only through the 2012 crop of upland cotton. Unless new farm legislation is enacted or the current farm bill is extended - any actions taken pertaining to the 2013 upland cotton crop must be done in accordance with provisions of the Agricultural Adjustment Act of 1938 - as amended - and the Agricultural Act of 1949 - as amended. The 1938 Act would require a marketing quota for the 2013 upland cotton crop if it was determined for the preceding crop year that the total supply of cotton will exceed the sum of total domestic and export use plus carryout stocks equal to 30-percent of such use - normal supply. Based on projected supply and demand - no quota is required.
